A Knowledge-Based System to Support Nuclear Test Ban Treaty Verification
نویسندگان
چکیده
The major technical obstacle to the signing of nuclear test ban treaties is the issue of verifying compliance. Since the banning of atmospheric and oceanic testing (Limited Test Ban Treaty of 1963) pushed testing underground, seismic monitoring has been one of the most important technologies available for monitoring compliance with test ban treaties. The goal of these treaties is to progressively reduce the allowed yield of nuclear tests (Threshold Test Ban Treaty) and, possibly, eliminate testing completely (Comprehensive Test Ban Treaty). Increasing the sensitivity of the seismic monitoring requires processing rapidly increasing volumes of naturally occurring background seismici-ty (earthquakes, mine blasts, and so on) that must be discriminated from nuclear tests. Scientists in the nuclear monitoring community realized that the key to improving the implied search was to bring to bear the rich body of knowledge used by human seismic analysts. This chapter describes a knowledge-based system that was built to apply this approach to the problem. To address the problem of verification, the Defense Advanced Research Projects Agency (DARPA) has been engaged in an ongoing ef

This paper is motivated by the need to derive statements about possible or probable source locations for anomalous radionuclide measurements that may be observed in the global radionuclide measurement network which is under construction for the verification of the Comprehensive Nuclear-Test-Ban Treaty. It introduces the adjoint of a Eulerian transport and diffusion model as a tool to calculate ...

The Comprehensive Test Ban Treaty (CTBT) is gaining renewed attention in light of growing worldwide interest in mitigating risks of nuclear weapons proliferation and testing. Since the International Monitoring System (IMS) installed the first suite of sensors in the late 1990’s, the IMS network has steadily progressed, providing valuable support for event diagnostics. This progress was highligh...

Motivation The Comprehensive-Nuclear-Test-Ban-Treaty (CTBT) aim to prohibit any nuclear explosion on Earth. For its realization a nuclear test verification strategy has to be set up, consisting of three pillars: •Monitoring • International Data Center •On-Site Inspection (OSI) OSI aims to be the ultimate tool to clarify wether or not a nuclear test has been carried out in violation of the CTBT....

The concepts surrounding a Comprehensive Test Ban Treaty can be traced back to the early 50’s and are well described in Sullivan (1998). The verification regime of the Comprehensive Nuclear-Test-Ban Treaty requires the establishment of an International Monitoring System (IMS) based on four different monitoring technologies: seismic, hydroacoustic, infrasound and radionuclide. The first three te...

he treaty on intermediate-range nuclear forces (INF) has sanctified the " zero option. " It has long been understood that it is easier to verify a complete ban on a weapon system than it is to verify a numerical limit. A complete prohibition is easier to verify because a single sighting of a banned weapon would constitute clear evidence of a violation. Moreover, a complete ban would eliminate t...
